Bugs eating the leaves

I planted a total of sixteen seeds and of 16, half are eaten and die by bugs, the leaves are eaten at night. I tried safer soap and also that copper tape, I wrapped it around the stem - it didnt work - it has worked in the past on my lime tree that was being eaten. I wrapped it in the copper tape at the base and the bugs dont like to crawl past that. How can I save the rest of my sunflowers

Sunflowers being eaten

Where are you located? Something has been eating my sunflowers, too. I haven't seen any evidence of bugs. I think in my case it's rabbits or possibly squirrels. My sunflowers were planted in a raised bed which also has green beans and parsley. The beans have been eaten worse than the sunflowers. The leaves on some of them have grown back. The leaves on the sunflowers have been stripped up to about a foot off the ground. There are still some leaves above that height. They look really funny. I started more seeds in peat pots, and they have come up already. I can't decide whether to pull up the funny-looking plants and replace them, or just leave them the way they are.
